Is it best to book flights early?
Checking ticket prices and they seem a bit high. I'm pretty sure they will drop at some point, but what is the preferred method of booking? The only real concern I have is that Oktoberfest is a huge event and prices may remain high regardless of when tickets are booked.

You touch on an age old discussion point; buy now or buy later. The answer is "how lucky do you feel?".
Two of us have purchased our tickets, and since then the price for the same itinerary has increased $200. OUCH ! ! !
My opinion, which is why I purchased already, is that prices are not coming down, and if they do it will be a marginal decline. Delta, my airline of choice, has even said that prices will be increasing due to the rise in oil prices.
I'm one for certainty and planning. I would rather pay now, knowing I have a ticket, even if they come down a bit. Like everything it is a gamble, and as you said, flights to Germany at that time of year are at a premium any way.
